Constitution of India , Art.226— Revised UGC pay scale – Denial of – At the time of retirement, petitioners were selection grade Physical Education Directors in State Govt. college – Under Govt. Order, D/-15.11.1999, benefit of University Grants Commission (UGC) pay scales as revised from 1.1.1996 was granted to Teachers, Librarians and Physical Education Directors in Govt. colleges with retrospective effect from 1.1.1996 – Petitioners were denied benefit of said Govt. Order, D/-15.11.1999 on ground that as per Govt. Order, D/- 4.7.2008 Govt. employees were not entitled to revised pay scale with retrospective effect – Employees who were similarly placed as petitioners were granted benefits of revised UGC pay scale in terms of Govt. Order, D/-15.11.1999 – Order denying benefits of revised UGC pay scale was set aside – Directions were issued to State Govt. to extend benefits to petitioners under Govt. Order, D/-15.11.1999.
